II 按照产品标准准备技术资料及测试报告；按照产品标准/ 附件格式填写制造商声明。
III 向认证机构提交技术文件、测试报告和制造商声明。
IV 认证机构审核报告。
V 认证机构签发证书，并指导制造商加贴蓝天使标识授予蓝天使标志的产品与服务对环境造成的损害较小，同时还能保护人类。主要体现在以下几个方面：1、在生产过程中节约能源2、使用可持续生产的原料进行生产3、在使用或处理过程中更节约能源, 特别是在节能方面4、避免对环境有害的物质或将有害物质限制到最少5、保障产品易用耐修复6、易回收7、保障对土壤、水源和空气的低排放, 以及低噪音排放8、充分保障高水平的产品预期功能 (适用性)
